Investigate use of {{t.existing_key}} for translations

There is a lot of duplication of keys within pages on Kete, however, they should all remain editable incase the context is different in other languages. Rather than force the translators to translate the same thing multiple times, investigate whether there is the option to place {{t.an_existing_key}} within a translation string that pull another key's value. This will help cut back on the duplication while keeping the flexibility.
