Add Globalize2 model translation support for Tag.name

- configure the model to accept translations of Tag.name
- select translation for Tag.name based on user's chosen locale in relevant views
- in view, if Tag.name translation doesn't exist for locale (i.e using globalize locale fallback), provide a UI element for quickly adding a translation
The trickiest bit is the UI for quick translation. See if you can find any existing sites that have such a UI and report back here.

On hold while Globalize2's usefulness in Kete's case is evaluated, and a possible solution better suited to Kete's needs is created.
