Add Globalize2 model translation support for TopicType.name

- configure the model to accept translations for TopicType.name
- select translation for TopicType.name based on user's chosen locale in relevant views
- in topic type edit page, have TopicType.name translation inputs for all site's supported languages

On hold while Globalize2's usefulness in Kete's case is evaluated, and a possible solution better suited to Kete's needs is created.
