Related Item issues in production occasionally results in Error 500

Occasionally, only in production mode, the public_query cache is generated but the related item sections aren't. So on the next request, it skips the public_query and tries generate related items, which results in nil[] errors. The cause is unknown, however the system can be refactored to use no mysql queries (thus no public_query caching needed) and cut the zebra queries by 8 per item request.
