Add ability to position a Topic show action's Related Items section and consolidate and re-layout its interface

The new default position for Related Items will be roughly like where the image of the soldier is in attached mockup.

However, existing sites may have topic's that have description's that layout that would conflict with this, while other site's may prefer to position the Related Items as an inset on the left. Thus we need a way to set the position of where the Related Item section is shown on per topic basis, plus a system setting for a site default position.

Use logic based on the layout position setting to determine where to insert the div in the HTML and possibly to change the styles/CSS class as necessary for proper proportions.

We will also need to dramatically cut down the amount of space that the Related Items section takes up. Part of this work was done in 1.2 by consolidating the to one set of controls, rather than a set for each type, but we will also want to get rid of empty types headers (e.g. Topics (0)).

In the case of related images display, it should be changed to up to 12. In the future you will also have the option of showing a slideshow of medium size images in this spot, but that is for another ticket.

Use the existing Related Items color scheme and rounded corners for the inset position.

This first cut should just output the types that have related items without specific rows breaks for the time being.

    The first take of this functionality is ready for review.

    It's available in the enhancement_173_related_items_inset branch.

    It uses a lot of the code that the existing functionality does. It adds a few classes, and wraps the whole lot in a div (#related_items with optional inset class when appropriate).

    Then CSS is used to restyle the section to fit in such a small space. It's turned off by default when you make a new topic and the attribute is versioned.

    Doesn't contain any rake tasks (yet) because by default, the new fields are nil (which == false, so related item sections remain below the content). I was thinking a rake task (not an upgrade one) to switch all existing topics to use inset (and a corresponding one to disable) might be handy. And a system setting for system admins to decide whether the inset is editable (can a user see the option), and another system setting to select which is the default (inset or below content). Perhaps too many configurations?

    Attached an image of the current progress. I added heaps of items and it does get quite long very quickly, so shall I work on the dropdown/hover functionality next? Is there anything left to do for this ticket before that?
