
Add Capistrano recipe to commit translations under config/locales/ across deployments

Even though interface translation happens under development mode, we often do it in a Capistrano deployment which may be outside of the realm of a git clone.
Write a recipe that takes the last release's config/locales/*.yml files and adds them to the git repository or commits the update in the git repository. The config/locales.yml should also be updated, too.
