
Add ability for site administrators to review new users before they are activated

Build on top of existing require activation functionality where user must verify their email address before they are a full fledged user on the site.
If a new Account "Administrator Activates" site setting is true, rather than the user being emailed after registration, site administrators are emailed with link to user's profile page.
On the profile page, when viewing as a site administrator and the user is not yet activated, an "activate" link is provided. Otherwise, if user is active already, that is indicated for site administrators.
Basket members list should also indicate if a user is not yet activated.
Work involved:
1. add new system setting under Account section, Administrator
Activates (false by default, accepts true/false) 2. update
UserObserver#after_create to check it under
Kete.requires_activation? true section of code, make it call... 3.
add a method
UserNotifier#notification_to_administrators_of_new_user for all
site administrators (and corresponding mail view) that gives them
link to user's profile 4. add necessary new translation strings and
logic to use them
