Add accesskeys to Kete

Add access keys to Kete, along with a corresponding Help basket topic detailing those keys. Based on "New Zealand Government Web Standards and Recommendations v 1.0" standard "8.4 Navigation access keys"

Provide a system setting for changing the location "/" points to.

    I'm working on a branch of master at the moment and noticed a couple of things which I assume came out of this work:

    • At the bottom of the Kete main template there is now a link to newzealand.govt.nz. I don't think this should be in master because it's not appropriate to all Kete instances, only to those that are Govt/SEO or Commission related, etc. Also it is not appropriate for non-NZ Kete instances.

    • On the "Accessibility" page, it states "This site was produced to meet New Zealand Government Web Standards and Recommendations v 1.0". I don't think we can claim this because Kete doesn't actually comply completely with the NZ Government Web Standards.. in several areas. We do comply with a lot more now due to the recent efforts, but there are still some which we do not.

    What are your thoughts on this?

    The same also applies to the text "/ = link to govt.nz website" on the accessibility page.

    Done at the request of Walter. You can hide this by emptying the system/server setting in the settings admin area (or change it to suit their local government).

    Done at the request of Walter. You can hide this by emptying the system/server setting in the settings admin area (or change it to suit their local government).

    OK. I would have suggested leaving it empty by default as currently only a small portion of our Kete instances are NZ Government related and therefore need to display the link. But this is was Walter's call.

    Yes that would be more accurate.

    Yes, the system setting should be empty by default in master.

    And that sounds fine as far as a language change in the default topic.

    As far as "/ = link to govt.nz website" goes, we can't add a conditional in the topic to see if it's linked to, so its probably best to leave it than remove it permanently.

    Yes, please are supposed to edit the default topics to suit... so I think it is fine to leave as is.
